No próximo dia 3 de dezembro, a Venezuela fará um referendo para saber de seus cidadãos se o país reivindica e anexa uma região de 160 mil km chamada Essequibo, que hoje pertence à Guiana. A disputa pela região é histórica, e remete a colonização européia na América do Sul. Recentemente, foram descobertas recentemente novas reservas de Petróleo na região. Em dezembro de 2022, o país lançou a primeira rodada de licitações para explorar 11 campos petrolíferos em águas rasas e outros três em águas profundas e ultraprofundas. Essa atitude fez com que a Venezuela passasse a reivindicar o território. A posição do governo de Nicolás Maduro fez com que outros países reagissem a tentativa de anexação do território. Os Estados Unidos enviaram à Guiana chefes do Comando Sul das Forças Armadas para planejar a defesa do país. O Reino Unido também já se manifestou sobre ajudar militarmente o país contra as investidas da Venezuela. O Brasil também passou a pressionar Maduro sobre a questão. O embaixador Celso Amorim, principal conselheiro do presidente Lula para assuntos internacionais, foi o porta-voz do recado de que o Brasil não apoia nenhuma medida não diplomática. For more than 15 years, the United States has been imposing a wide variety of economic sanctions against Venezuela, claiming the South American country has aided in drug trafficking, sponsored terrorism, and committed human rights abuses. In 2017, then-US President Donald Trump ramped up these sanctions in an aim to oust Venezuelan President Nicolas Maduro, adding that a “possible military option” was on the table. But US efforts to dismantle Venezuela’s elected government fell short, and civilians have borne the ill-effects of US sanctions. According to a report by the Center for Economic and Policy Research, sanctions led to more than 40,000 deaths in 2017-2018. They’ve also increased diseases and worsened mortality, forced millions of people to leave the country, and are a major factor in an economic collapse that has left people scrambling to find food and medicine. In this episode of The Stream we’ll look at the impact of sanctions on Venezuelans, and ask whether they are an effective foreign policy tool or simply collective punishment. The United States Government on Wednesday suspended sanctions on Venezuelan oil after the country’s President, Nicolas Maduro, reached a deal with Opposition Political Leaders for the country’s Presidential Elections in 2024. The United States Department of Treasury Office of Foreign Assets Control issued a six-month general license temporarily authorising transactions involving the oil and gas sector in Venezuela. The Treasury Department also issued a second general license authorising dealings with Minerven – the Venezuelan State-owned gold mining company. And relevant licenses to remove the secondary trading ban on certain Venezuelan sovereign bonds and PdVSA debt and equity have also been amended. The United States also expects that Venezuela will begin the release of all wrongfully detained U.S. nationals and Venezuelan political prisoners.

Venezuela's National Assembly unanimously approved a national referendum that would seek support for Venezuela’s “defense” of the disputed Essequibo, a resource-rich strip of land controlled and administered by Guyana, “against the American empire,” Reuters reported on September 23, citing Foreign Affairs Minister Yvan Gil Pinto. Guyana’s President Irfaan Ali responded, saying Venezuela’s move is an “affront to the rule of international law.” Venezuelan President Nicolas Maduro parried via X, formerly known as Twitter, accusing Ali of “hypocrisy and false victimization.” Ali is “turning Guyana into a branch of ExxonMobil” and allowing the United States to turn it “into a military base against Bolivar’s Venezuela,” Maduro wrote. The U.S. has previously denied that it has plans to set up a military base in Guyana. The Pentagon did not comment on Maduro’s latest accusation. Maduro also claimed: “President Irfaan Ali, enough of lies and of trying to hide the historical truth that weighs on the dispute over the Essequibo territory, whose only means of resolution, as you well know, is the Geneva Agreement of 1966.” “The steps your government is taking violate international legality and jeopardize peace in the region.” That is misleading. The 1966 Geneva Agreement says that in case Venezuela and Guyana fail to resolve the border dispute peacefully, “they shall refer the decision as to the means of settlement to an appropriate international organ upon which they both agree or, failing agreement on this point, to the secretary-general of the United Nations.” That is exactly what Guyana did: when unable to resolve the territorial dispute with Venezuela over Essequibo, Guyana appealed to the United Nations’ International Court of Justice (ICJ), through the Geneva Agreement of 1966.
